iPhone 4 dunked in coffee

I recently received a free iPhone 4 that was dropped in coffee many months ago. Now the previous owner said that he did the whole rice thing and then proceeded to backup all the photos via emailing them to himself (he did not know how to use the backup feature via iTunes). He said the phone worked perfectly except the battery would not charge. Now the phone battery has died and there is no way to charge the phone.

My question is to get it up and running again, would I need to get a new battery, or a new charging port cable because it seems as if one or the other is not working on this device. On eBay those parts are only 5 dollars a piece, so I was wondering which I should get to get thing up and running again?

Other than that, exteriorly the phone is in near perfect shape.

The phone is not in perfect shape.; the phone is damaged and probably toast. The phone was dunked in coffee and the rice thing does not necessarily fix the problem. If you want to spend a couple of dollars on a battery to see if you can get it up and running, go ahead. But it could be that there are other problems that might end up costing more than $5.

Your call.

So you consider a battery powered device that will no longer charge as "working perfectly"?

Note that there are NO retail sources of new OEM iDevice parts. Only Apple and their Authorized service centers have access to new OEM parts and they do not sell them at retail. So anything at all you buy on eBay or elsewhere will be salvaged parts (and this possible damaged), stolen parts or cheap counterfeit parts.

SInce you you got the device for free, only you can decide how much time and money to spend trying to make it useable. Myself, I'd toss it and buy a new and working phone.
